Because there are a lot of scared people who are willing to side with the barbarians for peace and security.

Look at how this shopkeeper in Ferguson yells at a supporter of the cop because he doesn't want trouble. 

After all, it's not like the cop-supporters are going to burn down his shop if he yells at them.
